Hazardous and Other Wastes (Management and Transboundary Movement) Second Amendment Rules, 2023 have been notified vide Ministry of Environment Forest & Climate Change notification No. G.S.R 677(E) dated Sept 18, 2023 under Hazardous and other Wastes (Management & Transboundary Movement) [HOWM] Rules, 2016 where instrument of Extended Producer Responsibility (EPR) has been introduced for environmental sound management of used oil which has been commenced from 1 st day of April, 2024.
Producer (manufactures/ importer) of Base oil/ lubrication oil and importer of used oil shall have obligation of Extended Producer Responsibility to meet the respective targets of recycling the used oil in the country by purchasing extended producer responsibility certificates from registered recyclers to ensure environmentally sound management of used oil.
Extended Producer Responsibility (EPR) of producers are regulated through EPR obligation. For EPR obligation producers as defined below are required to apply in online portal as per Hazardous and other Waste (M & TM) Amendment Rules, 2022.
